Xinhua reports that the Executive Director of the United
Nations Environment Program Klaus Toefer believes that the start of the
Southeast Asian dry season may see a flare-up in fires. Many fires have
never been extinguished and the past rainy season was a weak one. The UN
called for fire-fighter training but funds are inadequate at present.
